History

MNFPC was born when Colleen Hartmon Bollom listened carefully to a firefighter’s question: “Why can’t there be a model retirement plan document (bylaws) for volunteer fire relief associations like there is in the corporate world?”

In response, she put together a team that included a representative group of trustees who outlined board challenges, best practices, and aspirations in order to create a set of bylaws, forms and services that have become a critical resource for volunteer firefighter trustees throughout the State of Minnesota.

Building on Colleen’s years of retirement plan, investment management and municipal negotiations experience, MNFPC was then able to work with leading retirement and nonprofit attorneys to draft model MNFPC bylaws and other plan documents that assured practical application.

MNFPC Today

Since then, MNFPC has become a clearinghouse for association trustee ideas and concerns. We continue to incorporate these firefighter-initiated ideas into the model bylaws along with statutory changes, Office of the State Auditor working group suggestions, and relief association best practices.

These basic documents offer 300+ options so that each relief association can maintain local control and address its unique needs.

On behalf of each relief association, MNFPC also files the bylaws and any accompanying amendments with the Office of the State Auditor. We then make them available to each relief association on our secured website, along with plan forms, sample minutes, and policies and procedures. In a way, we provide you with an electronic filing cabinet.

This means that your firefighter association no longer has to search for the most recent version of your bylaws, negotiate how to incorporate state law changes, figure out how to apply the bylaw language to day-to-day operations or worry about filing bylaws in time to secure state aid.
